[612 2nd Anniversary] Senator Ben Cardin - Message to Hongkongers

「反送中」兩週年 ——「自由之戰:由香港到世界」🇺🇸參議院外交委員會副主席卡定:「我們在華盛頓和整個美國今後都一定會極力支持香港人」「反送中」運動爆發兩週年之際,香港監察聯同超過10位美國共和民主兩黨參眾兩院的議員特別為香港人錄製了短片,希望勉勵香港人繼續不屈不撓,與自由世界的盟友一起抵礪前行,對抗中共極權。民主黨參議員卡定:「我們定必如大家同行,共同捍衛自由、公民社會和法治。」
大家好,我是美國馬利蘭州參議員卡定,我正在參議院外交委員會任職,亦是馬格尼茨基法案的起草人。我很高興可以聯同香港監察,發起這次從香港到世界各地的全球聲援運動。 爭取民主的抗爭仍然在繼續。六月初有兩個重大事件我們必需要紀念。
1989年6月4日,是發生中共天安門大屠殺的日子。大部分以學生為主的和平示威者,被中共軍隊冷血地層殺。示威者以和平集會方式,表達對加強問責制、憲法規定的正當程式、新聞自由和言論自由的訴求。 在示威高峰時,大約有100萬人聚集在廣場上。當時中國各地人民都廣泛支持這些和平示威者及他們的訴求。世界都決不能忘記那個可怕的日子,以及必需為此追究責任。中國政府拒絕對其人民負責,將一整代人禁聲。 6月也是香港「反送中」運動的兩周年,當時香港人勇敢上街反對北京試圖強加給香港的「引渡惡法」。
我清楚地記得2019年6月6日,3000名身著黑衣的香港律師參與了一次罕見的抗議和遊行。在幾天后,有50多萬人走上街頭。 在美國國會,我們目前正在起草和通過一項重要的新法案,以加強我們反擊中共政府侵略的能力。正如你們所知,中共政府在鎮壓自己人民的同時,也越來越大膽地介入世界其他國家的事務。 因此,在兩黨合作的基礎上,參議院正準備對那些對侵犯中國人民基本權利負有責任的人採取更嚴厲的措施,同時亦向中國人民伸出友誼之手。香港的命運在這項立法中受到特別關注。在這項立法中,我們將授權為促進香港的民主提供額外撥款。

I serve on the Senate Foreign Relations Committee, and I'm the author of the global Magnitsky human rights Accountability Act. I'm grateful to be standing with the good people of Hong Kong Watch as you launch a global solidarity campaign from Hong Kong to the world. The fight for democracy continues. In these first days of June we marked two significant anniversaries. June 4 is of course the date of the infamous massacre in Tiananmen square in 1989.Peaceful demonstrators for democracy, mostly students, were murdered in cold blood by the military of the People's Republic of China. Their apparent transgression, calling for greater accountability, constitutional due process, freedom of the press and freedom of speech. At the height of the protests about 1 million people assembled in the square, demonstrating the wide support among the people of China for the demands of those peaceful protesters. The world must never forget that terrible day and who was responsible. A generation of leaders were silenced because the Chinese government refused to be accountable to its people. June also marks the second anniversary of Hong Kong's pro-democracy movement, which rose up in response to the flawed extradition bill that Beijing was trying to impose on Hong Kong. I remember well June 6 2019 when 3000 Hong Kong lawyers dressed in black took part in a rare protest and march. And a few days later, more than half a million people took to the streets. In the United States Congress, we are currently in the middle of drafting and adopting a major new piece of legislation that will strengthen our ability to push back against the aggression of the Chinese government. For as you know, at the same time that the government in Beijing is cracking down on the people of China it is also becoming bolder and bolder inserting itself into the affairs of other countries around the world. So on a bipartisan basis the Senate is preparing to be tougher on those in China responsible for violating the basic rights of the people of China while extending our hand in friendship to the people of China. The fate of Hong Kong is receiving special attention in this legislation, in which we will be authorizing additional appropriations for the promotion of democracy in Hong Kong. Please know that we are in Washington and across the United States stand in strong solidarity with the people of Hong Kong today and tomorrow. We share your desire for democracy and human rights. We are with you in the cause to defend freedom, civil society, and rule of law.
